The easiest way to learn any language is to surround yourself with native speakers. You should watch (with subtitles) Romanian movies, TV Shows and news, listen to music, read books and articles, listening to podcast etc. Always pause the TV and take notes (I used this technique when I studied English, and it truly worked). Repeat the words or phrases out loud, and try to use them in an imaginary dialogue until stored in your memory (in absence of a dialogue partner). Make flash card with the new phrases and keep them in your visual field (next to your computer, sink etc...) so you can glimpse at them throughout the day and incorporate them into sentences.
Connect with a native speaker, join a conversation group and visit Romania. There are plenty of Romanian churches in the US where you can easily connect with native speakers. The more you immerse in a language, the faster you'll acquire it.
It's very important to learn words and phrases in context. Instead of memorizing isolated words, try to understand how they are used in sentences and in different situations.
