I would say A: Effective, mostly because the other ones don't make any sense in that example. Graphics refers to visuals like pictures, so they aren't actually "well-written" nor are they "a narrative text," and a "narrative" tells a story, so why would they be included in a document in the first place? Lastly, how could you ever determine in comparing two documents if they were "evaluated?" But I do know if you add headings and graphics, they best add to your purpose in writing instead of detracting from it. They shouldn't just be "fillers" because you don't really have good content. I'm curious what the correct answer is if you have it.
