What do you call phrases like 'ad hoc' whose parts are not standalone words?

These phrases are in fact made up of words with meaning outside of the phrase they are used in. They just aren't English words. I would be hesitant to call these loanwords, as the first response suggests, because we aren't borrowing the words individually. We are borrowing the entire phrase. A word like fiance is a loanword because we recognize its meaning as a word even though it comes from another language (French).
