More financial services are apt to be present in cultures that emphasize and promote the importance of work and success. The two go hand in hand given that driven consumers need financial experts to help them save, preserve, grow and spend their money.
Cultures that place more value on family and addressing social needs would have less of a need for financial services - obviously.
