Usually, the hardest sounds to pronounce depend on your native language. For example, Japanese people will have difficulty to differentiate between "L" and "R". That is because Asians do not differentiate between these two sounds in their language.
Another example is Arabic speakers learning English usually have difficulty pronouncing "p" sound because they do not have this sound in their language.

The hardest English sound to pronounce often depends on your native language, but many learners find the “th” sound (as in think or this) particularly challenging because it doesn’t exist in most languages. It requires a unique tongue placement and is tricky to master without practice.
The speaker's native language or target language results in the difficulty of that person's pronunciation of F and th, as well as, B and P. For example, my mother, born in Germany could not pronounce theta or th in clothes, and my Asian student from Mombai, India had difficulty with v and I had to teach her how to practice thw v sound, v=vroom and to correct that sound. I learned linguistic as an undergraduate and theory while I earned a Master's degree in German, as well as when I work for a global language program, Vipkid.
