The "clear and present danger" test does limit free speech, but only when the speech or expression that is being made creates a "clear and present danger" to others. The yelling "fire" in a crowded theater is the classic example, as this could cause a stampede to the exit and people could possible get trampled and even killed. Other examples would include limiting speech that could lead others to riot, loot, etc. There are many rights listed in the US Constitution and the Bill of Rights and sometimes one individual's rights trample another's rights. Some of those instances are when the Supreme Court is asked to step in a determine which right supersedes the other one.
