To apply for citizenship she will need to be a permanent resident for 3 years if spouse is a citizen. 5 years if she doesn’t. To apply you would need to submit N-400 application

The spouse must have continuously resided in the United States after becoming a permanent resident for at least three years immediately preceding the date of filing the naturalization application and must have lived in marital union with his or her U.S. citizen spouse for at least three years prior to filing
