I find that it is easier to break questions like this down into parts.
First, ask yourself a question that puts you in the right area of thinking. For this question I would ask my self:
1. Why are people generally poor? Think deeper than just they don't have money! Really try to pinpoint 1 or 2 complex reasons for poverty.
Next, apply your answers to the subject at hand. This should be specific to the question and included in your answer. Ask your self :
2. What are the problems that the people of FIrst Nations communities have? Do the general poverty issues that you came up with earlier apply to these First Nation Communities?
3. Then, think of solutions to the problem. Be creative! The solutions you come up with may not exist yet. If you are struggling to come up with solutions, try thinking of things that you know work for example laws and government action.
Lastly, put it all together into one paragraph. It should read something like this.
The people of First Nation Communities suffer from on going poverty because ... (Insert your answer to part 2 here!). Details about the issue. ( be as specific as you need to be). A solution to this is ...( Insert solution here!) In conclusion... ( Tie it all together!)
DON'T OVERTHINK IT! THE ANSWERS ARE USUALLY EASIER TO FIND THAN YOU THINK.
