Let's first define what each definition is.
Phrase - Does not contain a subject and a verb, and does not convey a complete thought (I.e: near the park).
Dependent Clause - Contains a subject and a verb, but does not convey a complete thought. (I.e: Because I was late for school,)
Independent Clause - Contains a subject and a verb, and conveys a complete thought. (I.e: I climbed the tree.)
What does this example give us? We have a subject -- "One" -- but no verb. It does qualify for a clause, and therefore must be a phrase.
