Hi Asif. The UCR’s data consists of statistics from reports to the police by crime victims. A Crime Index was created to permit comparisons over time.
However, a weakness developed in that the Crime Index did not provide accurate data because it was skewed mainly by larceny-theft. Still, on a positive note, the index does provide good comparisons of crimes over time and between jurisdictions.
This should not be the only measure of police effectiveness. The way the policeman responds to crime is a more appropriate measure; the way he handles his work in terms of professionalism, courtesy, and respect.
