A television does not have a "collar". Collar refers to an item worn around a neck, such as a high collared coat or a dog collar.
So, now it must be a) or d). Colored describes something that has been colored, such as "My teacher has purple colored hair". Color is the adjective to describe the television, in contrast to Black and White.
