Oh sure! You can write a book review for books that have yet to be published, including stories in Wattpad. Unless the Wattpad network won't allow you to for technical reasons, I see no problem in writing reviews of the written works thereon. Also, writing book reviews for books that are not yet published serve as excellent publicity for the forthcoming literary works in question, while serving as additional incentive for readers to pre-order the book so that they can begin reading it when it officially gets published and subsequently released publicly! :)
