I think Socrates is describing the irony (opposite of what you would expect) that people who are difficult for others to love because of their disagreeable, selfish, egotistical, or other undesirable qualities, are the very people that need love the most. It is the absence of that love (which we could also define as a lack of caring or acceptance) in their lives that lies at the root of their difficult natures.
