A horizontal line (please draw one on a graph) has the same value of y for every value of x. Since the line contains the point (7,-8), the equation is y=-8.
General Form looks like Ax+By+C = 0
y + 8 = 0 [A=0; B=1: C=8]
Slope-intercept form looks like y=mx+b
y = -8 [m=0 (the slope is 0), b=-8 (the y-intercept is (0,-8)]
