I agree with the book. "Our application with the European Union is still being reviewed by the lawyers in Brussels...." is an indication that the application has been submitted but not yet received final approval.

The answer should not be A because it is implied that the application was submitted and needs a lawyer to help satisfy whatever was in question. Evidence, "’I'll get in touch with my counterpart in Brussels and sort things out." The words "sort out" implies that prior to approval, the EU needs to get some answers. They would not know that if it were not submitted already. I would say B is the second best answer. It is stated that they believe they will get approval based on the facts that they have a lawyer they trust working on it and they have done this type of business before. However, it is somewhat of a weak answer because with new regulations, things could be different this time. On the other hand, they do expect it to go through. Ben's last statement shows he has confidence that things are all taken care of. C says that it will need to be revised, and we do not know that yet. D assumes it is not going to get through, and there is nothing stated to imply that. Good luck!03/26/19
