Good question, Hans! In this case, you want to opt for clarity, which, to my mind, means pick option No. 1. Juxtaposing the two phrases "at least or at most" could lead to confusion. Reusing the "a specific value" phrase removes all doubt and is able to be comprehended at a glance. It's always a poor practice to make your reader read a passage twice. The option with a comma is helpful but still not as clear as the first choice, IMHO.
You have no doubt been advised to be concise. This is excellent advice, EXCEPT with it interferes with clarity.
