First, let's make sure you understand the question. Do you know what the word "quarter" means in the question? Quarter can mean several things in English, so if you don't understand the word, you should look it up and figure out what it means in terms in the context of the sentence. What did the Confederate statement mean as it related to African-American soldiers. I'm going to assume you know that the enslavement of black Americans was a major cause of the war between the Southern states and the Northern states. You should know what "Confederate" means also. It has a specific meaning in the context of American history. The confederate also has several meanings but you have to know what meaning is implied in the sentence. Then we have the word "recruitment." Since the question is focused on events that occurred during the American Civil War, you should be able to figure out what it means, and also, since it asks about the impact the statement had on African-American soldiers, it should be pretty clear whether the effect was a positive or negative one. If you can decipher these points from the question, and if you are currently studying the subject of the American Civil War, you shouldn't have any trouble answering the question. Of course, the question regarding how "you" would respond in the same situation is a personal one.
