Why is reading fluency necessary for reading comprehension?

I agree with Beth T's response, but I would also add that we have to be careful with the term "fluency." A student can read fluently but not understand a thing he or she has read. Too often, speed is emphasized in reading and thought of as "fluency," however, students (and adults) need to read at a speed in which they are still comprehending what they are reading. Speed does not equal comprehension. Fluency equals comprehension.

When students are working hard to decode words and/or reading without fluency and automaticity, the cognitive load of those tasks makes it difficult for students to derive meaning from the phrases and sentences on the page, which impacts comprehension.
