Look at the oxidation numbers of the elements on the left and right side of the equation.
SO2 + H2O = H2SO3
S is 4+ on the left and 4+ on the right
H is 1+ on both sides
O is 2- on both sides
This is NOT a redox reaction as nothing has changed oxidation number.
