Only to include the parenthetical:
Despite deriving from a Supreme Court ruling in favor of Graham, a victim of police brutality, the law was seemingly written more to defend the police than the citizens and victims they are intended to protect.
How I think the sentence could be written best:
While the law derives from a Supreme Court ruling in favor of a victim of police brutality, it defends police over the victims which they were intended to protect.
Why:
- Graham's name isn't important, and you don't directly cite the case, so only his relation to the sentence is best to include
- Citizens and victims being juxtaposed isn't necessary, as when they are it assumes that general citizens are protected.
- Omitting "seemingly" makes your argument stronger. Follow up with reasoning!
