You can get a reluctant reader to read in a number of waysl. THe basic idea is to both encourage but not push. Try to find their interests, i.e. cooking, or comics. Have them start reading very simple things with high interest content but familiar phonics and words. Give them many chances for success.

I agree, using books that interest them is a great way to engage students in reading! If it is something that they want to know more about, they will work harder to try and read the book.
If they are struggling to read because they struggle with phonics, use games and activites to help them. I have found that if something is engaging, the student will enjoy it more.
