People of all ages can learn to read and improve their reading skills. As long as you are willing to learn, it is possible to make progress.
There are two primary types of reading difficulty. One is when sounding out and recognizing words is difficult. This is a skill called "decoding." The second type of reading difficulty is comprehension. If you find comprehension difficult, you might not understand or remember what you have read. It is possible for someone to experience one or both of these types of reading challenges.
If decoding is what is most challenging, you would want to study phonics. There may be self-guided programs for this, but a tutor can custom design instruction for your needs.
If reading comprehension is the challenge, there are a lot of different strategies you can use to improve. A tutor would usually help you to find a "just right" reading level and then teach you to pay attention to fiction and non-fiction text structures and strategies for monitoring your own attention and memory.
