"Means" has multiple meanings and infinitives.
The verb "to mean" means something that you are referring to or trying to describe or explain in words, i.e. a definition of a word.
The adjective "mean" means to be cruel or harsh in what you say and do.
The noun "means" refers to a strategy used by somebody or a group of people to enact something like a movement or take action to move forward in a certain way (for better or for worse accordingly).
