I always say that the most significant accomplishment a student can achieve is to articulate an idea and to understand text that s/he previously couldn't. In order to be a better reader and learner, one must know how to approach a text, book, lesson, article. Developing good study habits will eventually lead to goals listed above. One must know that memory is not as reliable as one may think and we must create the conditions that will allows for information to be transferred into long term memory. A few such habits are read in small increments, recite what you have read, go back to check if you have missed important information, try to explain what you have learned with your own examples and words. Finally, one of the most important thing you can do to see if you have learned is to try and explain the idea, concept, or theory to a friend or a parent. If you can not talk about it you don't know it. Don't get discouraged and know that whatever you lack in 'talent' (e.g. i am not good at math) you can compensate for with hard work and discipline.
