could a dinosaur "T-Rex" take modern drugs and be harmed or helped?

So much would depend on the drug, the dose, and the T.rex’s state of health. I understand that birds, dinosaurs’ closest modern relatives, are very sensitive to drugs and chemicals, such as gases that may be emitted in a house. So maybe the T.rex could benefit from antibiotic ointment on an owie, but might suffer lung damage when administered vitamin E acetate.

The thought of a T. rex on recreational drugs is amusing, however.

However, as a practical matter, how are you going to get one to make a clinical trial?
