Kaivon, I'm not entirely sure if this applies to your school, but generally, there are no rules forbidding boys from wearing skirts. People assume only girls will wear skirts to school. People may counter this by saying that "skirts on boys are a distraction," but--and this is advanced language--there is no normative (aka "normal") gender performance (aka showing your gender through behaviors like choosing certain clothes) that is illegal in the US to my knowledge. So if you want to look at the law, nothing says boys can't wear skirts according to the law. If you mean that you need a counterpoint that says boys can NOT wear skirts to school, some schools do have policies that say boys can wear ONLY shorts or pants and some people might say a boy wearing a skirt (which is unusual) is distracting other people from paying attention in school.
