Okay, this could be fun. You clearly have two sides, the loyalists and the rebels, locked in a some sort of conflict that involves borders and money, hence profiteering and smuggling. There is probably some sort of secret mission, and the story could easily follow a character on that mission.
If the assignment is to write an actual short story, not just a paragraph, you need to decide on a setting, pick a side, and create a character to do the action. Does it have to be American history? Using a fanfic setting simplifies a lot of the writing tasks, like setting and character development.
For example, as a Star Wars fan, I am on the side of the rebels. Focusing on the actions of a smuggler like Han Solo could pull this together quite quickly. Or, you could put someone who is essentially Han or Poe Dameron into the American Revolution, pulling off a risky scheme to thwart the British Imperials. Game of Thrones, or whatever you follow, provides similar opportunities.
First though, you need to be sure you understand the assignment. Is it to write a story, or a few paragraphs? Have you got a clear understanding of all the words? Take time to look up what you aren't sure of. A description of the Boston Tea Party and its role in the Revolution could also include all these words.
