When I'm usually having trouble comprehending what I'm reading and finding myself reading it over and over without any progress; here are some of the things I try:
-Take a break and come back to it, sometimes your mind can get overwhelmed and needs a refresher, so just step back, do something else and come back to it.
-Break the reading into smaller sections and take it one section at a time, to try to identify which part of it am I not comprehending.
-Try to read each sentence then stop and explain it back to myself, one sentence at a time.
-Come up with examples of your own to represent the concept or even relating it to something in your life, to have something stronger to associate the material with.
One of the ways that you can ensure that you understand what you have just read, is if you can explain to someone else who will then be able to repeat it back to you successfully. The key to comprehension is comprehending, make sure you understand every word before moving forward to the next.
I hope this helps
