Learning phonetical rules and how to correctly sound out words can be incredibly helpful; being able to recognize chunks and sections of words as specific sounds can increase fluency of reading. Short vowel and long vowel sounds as well as recognizing syllables is beneficial. Repeated reading and increasing the difficulty can also help; many website allow you to change the Lexile (readability) of a passage and you can increase the difficulty as you go.
Practicing notecards of "sight words" can be incredibly helpful; there are many examples of sight words by looking up Dolch (https://sightwords.com/sight-words/dolch/#lists) or Fry (https://www.k5learning.com/free-flashcards/reading/fry) sight words. Adding a definition or meaning of the word on the back of the notecard can also help in comprehension.
The more you read- the more words you will recognize and be able to remember. Listening to books on tape while you read along can also be extremely helpful!
