It depends on who went to war against or in Afghanistan.
Famous examples are England and the Soviet Union as well as the U.S. Problem with the U.S.'s situation is that we're not "at war" with Afghanistan, but rather we're at war with groups with no countries, such as the Taliban, which operates mainly there and in Pakistan. It's all very frustrating.
