Unless there is a change in the time period inside the universe of the text, always employ the present tense when narrating events in a book or narrative. You might even come to the conclusion that it feels ideal to create a book that alternates between the past and the present for various scenes or narrators. The choice is totally up to you as a self-published author. The most crucial thing is to simply keep writing! Whichever tense you decide to choose, good luck with your fiction.
