Which tense when talking about books?

Which tense should you use when talking about a book if it is narrated in both the past and present tenses? I am asking this because in *To Kill a Mockingbird* (Can you underline book titles here?) Scout uses both the present and past tenses when narrating the story.

Unless there is a change in the time period inside the universe of the text, always employ the present tense when narrating events in a book or narrative. You might even come to the conclusion that it feels ideal to create a book that alternates between the past and the present for various scenes or narrators.
