Humphrey felt he had to go to the Senate floor to denounce "the well-financed drive" to spread "wholesale distortions" and "nightmarish propaganda" concerning the possibility of preferences. Humphrey emphasized that no employer would be able to "take into consideration race" because the act would "prohibit preferential treatment for any particular group."
