Hi--
You're talking about how to read aloud from the book when it says "In the year 18--, they decided..." right? I've usually seen a dash after the 18 rather than two periods, but I assume we're talking about the same thing.
I don't know that there's a right way to do it. If it were me, I would either say "eighteen blank" or else simply stretch out the end of the word "eighteen" to let the audience know it's unfinished in the text.
