Key to understanding Leopold's words is knowing the definition of transitory, temporary. So, let's take his words and substitute slightly simpler ones: "This, unfortunately, is [what life is like]; all [temporary] except the [desire] for happiness and bliss." Does that make it a littler easier to understand?
Without knowing what came prior in Leopold's letter or to what sentiment in Victoria's letter he was responding to, I cannot say what the "this" in the beginning of the sentence refers back to.
