Without punctuation the structure of sentence syntax would be uneventful and possibly meaningless. Syntax is the grammatical structure of a sentence, but without punctuation the sentence is incomplete. So, the answer is contentious at best. If syntax is the structure of said sentence, then punctuation is not part of the sentence syntax.
