The use of the dash - indicates that the numbers are a range. This means the proper reading is "to." I have gone there 3 to 4 times. To say 3-4 times means I have gone to this place somewhere between or about 3 or 4 times. It hasn't been less than 3 and it isn't more than 4. Again, bring me 10 to 15 apples means bring me a number of apples between 10 and 15.

"2" works if you're talking about a range of numbers - they want between 10 and 15 apples (10, 11, 12, 13, 14 or 15 - just whatever you should happen to pick up)

"3" would be used for 2 different numbers - they want either 10 OR 15, possibly because they come in groups of 5.
