Possibly true, depending on the situation. Running across it randomly on the shelf, the title would be the first thing you would have to work from. If the shelf is in a library, or book store there may be other clues like the section. A book provided or recommended by someone that person may be a clue. A book provided or recommended by a course could also create some expectations. The author, if known to you might tell you more than the title.
