3 and 1/4 means that we have 3 whole units, and 1 quarter of a unit. In simplest terms, we would divide each unit into quarters, and then add together the total number of quarters, putting that about the denominator of 4.
1 whole unit = 4/4 (four quarters)
3 whole units * 4/4 = (3 * 4) / 4 = 12/4
12/4 means that we have 12 pieces, and every 4 pieces makes a whole unit. In this case, we can read 12/4 as "twelve quarters", add our remaining 1/4 to say that we have 13 quarters, or
13/4
Of course, improper fractions (in which the numerator is larger than the denominator) are usually reduced to simplest terms; in order to do that, simply divide the numerator by the denominator and record your answer.
