The first event might be when Ralph and Piggy find the conch and Piggy decides to use it as a trumpet to call any other survivors of the plane crash. They could have sat around and waited but this choice is a way to organize the situation. Ralph and Piggy are well-behaved young boys who understand the need for rules and order. The second event is when the boys decide there must be a leader and they elect Ralph. Ralph makes decisions to take Jack and Simon to explore the island. Next in Chapter 2, Ralph, Simon and Jack return. The conch is sounded to call a meeting. Ralph tells the others that there are no adult survivors, therefore, Ralph and the other boys must take it upon themselves to create a civilized situation right there on the island. The third main event was when the decision was made to use the conch to organize the meetings. Without the conch the meetings would disintegrate into shouting and talking at the same time. Now when each person wants to speak at a meeting, he will be given the conch to hold while he is speaking. At this point, jobs are delegated, another sign of a civilized society. They need food, water and shelter to survive. Jobs such as the hunters for meat, and the gatherers for fruit, water and materials to make huts are established. Also, after Piggy brings up the idea that they might be there for a while and they need to think about how they could bring about their rescue, Ralph and the others decide that there will be a signal fire that some of the boys would be responsible for keeping lighted. These were the basic parameters of their little civilization. Unfortunately, it doesn't take long for the established order to slowly disintegrate in Chapters 3 and 4. What might Golding be saying about humans and social order? Without social order civilization will disintegrate into savagery and chaos.
