All of the answer stems are about choices for the future.  3 answers specifically deal with the choice of a college.  1 answer concerns a lifestyle choice:  "C."   That sentence should be removed.   A lesson on writing skills:  paragraphs are effective when all sentences closely support the topic sentence.  A lesson on test taking skills:  for multiple choice questions the most unrelated answer is one which is correct.  If you remember the 'Sesame Street' song - "Which one doesn't belong here?" - you will understand the critical thinking concept which this question tests.

I'd get rid of C. It's the only one that doesn't talk about specific things she's doing to find a college.
