I think the comma is grammatically correct but I agree that the sentence could be revised.

Reasons for changes- ¨The¨ signifies one or importance. Though I agree that filibusters are important they are discussed more generally.

I changed so seldom to rarely and sees to passes. It better describes the way the nation passes reformatory bills (it does not). Seldom is not commonly used in US English. I do see it in British English.

I think these changes keep your style while cutting out some unnecessary words.
