See the answer to the previous similar question as well. Since it is less than or equal to, it will be a solid line rather than dotted to show that the line is included in the accepted values. Put it in the form y = mx+ b but using the necessary inequality instead. In this case it will be y ≤ -1/4x + 1/2. Since any value for y will be less than or equal to the graphed line, it will be shaded below the line since the lesser values of y are descending on the y axis.
