The American Psychological Association defines "personality" as "the enduring characteristics and behavior that comprise a person's unique adjustment to life, including major traits, interests, drives, values, self-concept, abilities, and emotional patterns." The best ways to learn a person's unique personality traits come from spending time with them and listening to their words, reading what they've written, seeing their actions, and witnessing the people they hang out with. If they're dead, the only ways we can see their personality traits is through reading their words and talking to those who knew them best. Learning by experience is crucial when determining a person's characteristics. Eventually, the truth about a person will shine through - the good, the bad, and the ugly. You just have to be patient and sift.
