The fact that you are being asked to write a proposal lends itself to a specific type of writing. As a marketing professional for 20+ years, this assignment look similar to a portion of what goes in to a marketing plan.

It may be helpful for you to discuss each of these questions with a tutor to bounce off ideas and come up with the best answers.
