You would have to know the solubility of KClO3 in water at 70 C to get a definitive answer, but I can outline the general procedure.
If the solubility of KClO3 aat 70C is X, and you have already added 10 g, then you would have to add X - 10 more grams to saturate the solution.
I looked on the internet and found solubility curves for some salts including KClO3. One chart showed that KClO3 has a solubility of 30 g / 100 g water at 70 C. Search for "solubility of potassium chlorate vs. temperature."
