So the first thing to note is that there are four quadrants.
Quadrant I is the top right of the graph, and the signs for that are (+,+).
Quadrant II is the top left of the graph, and the signs for that are (-,+).
Quadrant III is the bottom left of the graph, and the signs for that are (-,-).
Quadrant IV is the bottom right of the graph, and the signs for that are (+,-).
So for your point (-9,2), that would be located in Quadrant II because the signs are (-,+).
