It simplifies things if you just round off pants price to $9 and shirts to $4
then try each of the 4 answers
2P + 12S = 18+48 = 66 > 60, which is over budget
1P+5S = 9 +20 =29<60, which is feasible, under budget
9P +4S = 81+16 = 97 which is way over budget
3P +3S = 27+12 = 39<60 under budget
1 pants and 5 shirts is possible where you have $31 left over
3 pants and 3 shirts is possible where you have $21 left over
both are solutions to the inequalities
