If there is an author, then you just use their last name, no page number. If there is no author listed, then the website's name is treated as the author's last name. For websites like the CDC where the name is displayed with initials, you typically use the site's full name.

Following the APA, all you need in this case is the website title followed by the publication date (separated by a comma). If the website title is longer, you will need to shorten it to the two main words of the title. This is true for both governmental and non-governmental websites.
