The first question is "is it true that for all real numbers x, there exists a real y such that y3=x. Try plugging in a negative x value, say -8. Is there a y such that y3 = -8? Yes, take y = -2. Try plugging in a positive y value, say x =1. Is there a y such that y3 = 1. Yes y = 1. Try drawing the graph of y3=x and see if there are any values of x for which y is undefined.
Use the same idea for the second question.
