When a name fascinates you that means that it intrigues you, or interests you greatly. Hope this helps.
The fascination can derive from several different possibilities, for example, (1) the sound of the name, the way those sounds appeal to you or evoke some special tone; (2) the origin of or associations of the name, i.e., where it first originated, how it originated, and how it has morphed into different meanings over time; (3) connections to your own life experience with that name, how it accures value because of your encounters with that name; and (4), as I'm sure, you can add many other innuendos or possibilities of how a name can fascinate. Even the word "name" itself has an interesting history.

Perhaps the name is fascinating because it is unusual, and you wonder why the person's parents gave them that name. If the case of a last name, you might be curious as to what language or people group the name is from.

If a name fascinates you it probably evokes wonder or curiosity. For example, you meet someone with a famous last name. You might be fascinated as to whether or not they are related to a celebrity. It could also have a deeper meaning. Say you are reading a book on astronomy and notice how many stars or planets are named for Greek or Roman Gods. The names “Saturn” and “Venus” might fascinate you because it reminds you of both outer space and science fiction as well as the archetypes behind those names.
